Papamoa Eastern Interchange

Project Overview

The Pāpāmoa Eastern Interchange, a major infrastructure project connecting Pāpāmoa to the Tauranga Eastern Link Expressway, required large-scale soil stabilisation and dust control during construction. The site’s sandy soils presented a high risk of wind erosion and dust generation—especially given its proximity to the expressway and surrounding residential areas. Ensuring environmental compliance and maintaining a clean, professional appearance for the public were top priorities.

Scope

Instant Green was engaged to stabilise exposed soils across the development footprint, totalling over 200,000m². The work aimed to suppress dust, prevent erosion, and visually enhance the site during ongoing construction.

Application of Stabi-Mulch was carried out at 2,500kg/ha, with no green dye added, as per the Bay of Plenty Regional Council’s request to maintain a natural aesthetic.

Our Solution

Stabi-Mulch

  • Stabi-mulch and Site Loc Polymer. Application rate 2,500kg/ha. To provide stabilisation while the grass germinated and vegetation succession underway.

Seed blend used was our Erosion Control seed blend. Deep rooted species that thrive in poor quality soils. 12 months after application some species can have a root structure up to 30cm deep!

Challenges

Sandy Soil Conditions: Required careful management to achieve even coverage and long-term adhesion.

Results

  • Over 200,000m² successfully stabilised using Stabi-Mulch.

  • Dust completely controlled, maintaining clean, safe conditions for expressway users and nearby communities.

  • Seamless logistics with off-road application equipment enabling efficient coverage across sandy and sloped areas.

  • Visually appealing outcome that met environmental compliance and public expectations.
